To whom it may concern, I’m a retail investor who has been participating in the NYSE for five years now. I am in full support of any rule changes, including this one, that promote greater transparency and reduce fraudulent activities in our markets. I think it is unfair for retail investors to be omitted from the omniscience allowed to market makers and other big players in addition to the fraud their position allows (or encourages). After the events of last January I have developed a distrust of the SEC but this is a step in the right direction. Thank you, Tauren Collinson
