This is reference to above mentioned rule.  It is a sad state of affairs in the marketplace when a rule has to be specifically made and titled ‘Prohibition against Fraud, Manipulation, or Deception…’. The only people that are against more transparency and fairness are those that are currently taking advantage of, or cheating, the current system.  So many people are turned off by the stock market because they belief it is rigged against them and in favor of ‘Big Money’.  Fraud and abuse will ALWAYS be an issue and most of us understand that to a limited extent, however, it should not be the norm or accepted.  The more fair the market is, the more beneficial it is the masses and not just lining the pockets of a few well connected people.  I implore you to pass this regulation and can assure you that it will be for the best in the long term.
