First and foremost, thank you for taking time to consider comments from retail investors. As a retail investor, I believe we deserve a fairer, more transparent market, and this is a step closer to that. I also believe that fines should be more appropriate for the crimes committed by fraudulent players in this market. If the fines are lenient and do not exceed the profits made through fraud, then it simply becomes "a cost of doing business" and is not a deterrent to a bad actor. 

While I'm not totally against short selling, I believe it has been abused and those counterparties should be severely punished accordingly.  

If retail feels as though the deck is stacked against them, then less people will invest in the markets, more people might choose alternative markets, and overall, it weakens America as a whole. Thank you for your time.
