The US equities markets have devolved over time to benefit a small group of wealthy market participants at the expense of the average retail investor.  Many market functions and features not available to retail traders are used exclusively by market makers to skim profits based on the existing market flow and infrastructure.  The SEC should focus exclusively on making the markets fair, accessible, and equitable to all traders.  Passing S7-32-10 is a start and should be looked at as a small battle in an extended campaign to restructure the existing markets in the interest of fairness.
