There is zero benefit to anyone, besides those committing fraud and market manipulation, to limiting reporting requirements in any capacity.
Across the entire working spectrum there are reporting requirements. When I was 20 and worked at a gas station I was required to report when I cleaned the bathrooms. When I worked at Panera I was required to report when certain foods were made. My current role in sales requires me to report my meetings and activity.
This is not a new concept, as it allows those who manage or oversee to see EXACTLY what you're doing and make sure there is nothing happening that isn't supposed to be happening. It is a failsafe when it comes to safety, productivity, and prevents even larger failures.
The SEC, retail, and frankly the world needs to know EXACTLY what hedge funds, market makers, banks, and everyone else is doing because historically when we don't, it leads to globally disrupting financial disasters that send not only the US market, but the global market into a recession.
Any vote or viewpoint that opposes transparency in the market needs to be treated as a threat to the soul of a free market. Because as history has shown us, people who can hide behind the veil of darkness will be consumed by that same darkness. Greed, fraud, and market manipulation is that darkness and allowing it ways to remain hidden cannot be allowed.
