Thank you for opening this proposed rule for comments, I appreciate the opportunity to make my voice heard.

I support the passing of this rule, not as a single, fix-all rule, but as the beginning of a new standard for a fair and transparent market. It's not perfect, but it goes a long way towards restoring retail investors faith in the system.

I believe that for a fair market to exist, the playing field must be levelled. No single group, investor, or hedge fund should have any tools or methods at their disposal not available to the rest of the market (i.e. dark pool trades, naked short selling) and most importantly of all, every action, every trade, should be open to public view. Also, the crimes committed by those who abuse the system should be punished as any other crime would be, not with a fine that is a small percentage of the profits made from the crime, but ALL proceeds of the crime, as well as a prison sentence when required. Greater transparency and real punishment for crimes is the only way to secure a bright future for a fair market. Thank you for your time
