Thank you for the opportunity to comment. I know that Better Markets has submitted a well thought out and well researched response to this rule that emphasizes keeping the language as strong as possible. I would like to echo everything that they have said. Also, I would just like to add that the fines for misconduct and fraud are way too low and if they do not outstrip the gains by making fraud, then fraud will continue. I believe the rule 914 in 2018 allowed for bad actor to again gain access to the swaps market even after they have been banned for fraud. This is terrible and only encourages crime. Enforcement must act as a deterrent or it is only seen as a tax. Again thank you for allowing my comment.
