As a retail investor, I fully support these changes. I'm particularly concerned with the lack of transparency around swaps and their potential to impact the entire world economy. It has become apparent that there are major players using these tools to abuse their position in the market and take incredible risks. It's very disturbing that the kinds of swaps that imploded the financial world in 2008 have returned in a slightly different form. Using these tools to hide bad investments and skyrocketing risk seems to be irresistible to these financial predators, whether it be in swaps or ETF manipulation. Increased transparency is always a good thing and will help identify these issues before they become a danger to the entire world economy. However, we also need increased enforcement including actual jail time for violations. If the cost of a violation is only a fine, then only the poor are ever actually punished. Please implement these new rules as soon as possible.
