I am a retail investor and I am in favour of this rule. These rules have rarely been enforced with anything other than parking ticket fees. Please make the enforcement perfectly clear in these rules. The punishment should be the profit + a percent of total income for investigation.
Due to the lack of consequences for institutions involved in financial crimes, it has become standard practice to use abusive and illegal techniques by many institutions but particularly short Hedge funds.
Thank you for taking steps to introduce regulations that help make a fairer market, but this is just a step and many areas still need to be addressed. I am hesitant to put any more money into the market until further issues as already noted are also addressed. Strong rules and enforcement with strict 3 strike policy restricting trading to violators would go a long way here.
