As a retail investor, I am in favor of this rule. However, unless the rules are upheld and adequate punishments for offending parties are enforced, I fear that nothing will change.
The American economy is supposed to be based on a free and fair market. What I have seen, over the last year especially, does not reflect that. Those who have been found to be bending the rules for themselves have not faced penalties of great enough value to actually make them reconsider repeating their offenses. In order to have a truly fair and free market, we as retail investors deserve transparency and understanding that our investments are not just being used to line the pockets of hedge funds and market makers who only receive a slap on the wrist for things such as using our IRA's as locates for naked short selling.
Once again, I am in favor of this rule change. But I what I really want is restored faith in the American economy. If these rule changes are not strictly enforced, they are merely fancy words meant to appease the masses.
