As a retail investor, I support this one hundred percent of the way. I believe that swap positions allow and coincide with the overshorting of specific securities, alongside failures to deliver.
Without something like this in place, I believe that retail investors are detached from the markets. Not only are retail investors detached, but with variance swaps, the prices of these securities can also be detached from the market.
None of this represents what a healthy market should look like. If the SEC is to implement this ruling, it would have my personal overwhelming confidence and support.
