This appears to be an extremely sound set of proposed rules that quite honestly should have been implemented ages ago. The potential negative effects from the actions that these rules aim to regulate could be devastating to a large group of working people if they remain unchecked. In todays world, it would appear to the public that the chances of these criminal acts being stopped are almost laughable given the slap on the wrist repercussions when a given party is found guilty. As a retail investor myself, with a substantial personal stake invested in the US markets, any attempt to create transparency and structured clarity is welcomed.
