I fully agree with the listed rules and mechanisms that are part of this proposal. However, as a foreign long time invester in the US market, it is very disturbing that these have not been a part of the current system in place.

It must be the goal of the SEC to ensure free and save markets that present a level playing field for all investors, retail and institutional. This is the only way for foreign investors like myself to not lose trust in the US market as a whole.

Violating the rules set by the SEC must also have real consequences. Punishments as part of the every day business or a slap on the wrist for big market participants create an uneven playing field, which is not in the interest of the international or US community of retail investors.
