The fact that there is a proposed rule entitled prohibition against fraud is truly indicative of the lack of faith in this system. Fraud should never be allowed in a free and open system and any fines incurred for violation are simply a cost of doing business. At a minimum fraud should be met with a suspension or revocation of trading abilities but ideally violators should face jail time. Please pass this bill and put it into effect immediately. Thank you.
