It goes without saying that, in order to have a free and open market, there cannot even be the perception of fraud, deception or manipulation. The fact a rule needs to be proposed fix the status quo - a market that is highly segmented and RIGGED against the retail investor - is absolutely comical. The entities that oversee and regulate the markets NEED TO TAKE ACTION AGAINST MARKET MANIPULATION. These rules need to be in place and most importantly ENFORCED. Additionally, if compliance officers and those who submit the data break the rules, they need to face stiff penalties (i.e. jail time) to deter illegal behavior. I strongly support the passage and enforcement of these rules.
