S7-32-10 is LONG OVERDUE. As a Canadian citizen looking in on American markets, I can say that I am appalled at the wanton disregard for existing regulations.
The SEC has allowed for too many loopholes in the system to be gamed.
Retail traders are fed up, and if you don't fix the system fast, your market will lose credibility with both international and domestic investors.
