The rule doesn't protect me from fraud nor does it stop current ongoing fraud and market Manipulation.
Please enhance requirements for any activity that could end up being used for Manipulation, e.g. short selling (and therefore naked short selling). Make rules like shares must be identified and localized before being able to use them for such an activity.
The market should be fair and open to anyone and this is clearly not the case in our current system as, Gary Gensler said himself, only 5-10% of all trades are done by the lit market. Please consider additional rule changes to protect the simple people and not the big hedge funds so they can cover up any criminal activity.
