In my opinion, as a retail trader who should be protected from predatory institutional firms, I believe a rule like this should have been placed and enforced long ago following 2008. Now that we have it here, I believe that there should be no corner left uncovered in this market. If the market is supposed to be free, why has it been so one sided for nearly two decades? There are enormous amount of bumps and obstacles that gloom over our markets today and I think this is one direction. But allowing the people who hold the most money to be able to hide and obscure their doings is a failure to retail but to the entire market as a whole. Continue coming out with rules and ENFORCE them. Thank you.
