\"Prohibition Against Fraud, Manipulation, or Deception\", Doesn't it feel surreal that this has to be explicit? If your investment strategy can't survive the light of day then you're probably doing something that should be illegal.
Also please ban internalizing. The vast majority of investors have no idea this is going on, and it is completely anathema to how they believe markets work. There's no reason it has to exist except broker/dealer profits, and it undermines US equity markets.
