I will make this quick and try not to waste your time.

For markets to be efficient, they need to be transparent. For participants to make informed and rational decisions with regards to their investments, the market needs to be transparent. The fact that the reporting on complex finacial instruments are so lack-luster for many market participants is extremely dangerous at best and flat out criminal at worst. For the markets ability to properly asses a security's risk to other market participants, it is important to also report more complex instruments such as swaps, options and other derivatives, both long and short, so that ALL market participants can make informed decisions.

As a final note I would like to add that these new rules that are being discussed is great progress, but the responsible agencies need to start enforcing them. Small fines and a slap on the wrist without admission of guilt is not enough to incentivise legal behaviour.
