Transparency and opportunity are the pillars of which free markets stand, or at least that is what would be best.
We have yet to have true transparency but the proposals set before us provide a stepping stone toward an improved marketplace.
The invisible hands in the swaps markets have stifled opportunity for the average investor and without regulation of these powerful entities there stands little chance for truly fair and free markets to prosper.
After reading the proposal, I find myself in favor of:
1. Re-propose Rule 9j-1
2. Propose Rule 15Fh-4(c)
3. Propose Rule 10B-1
The proposal benefit all but those who can only be called 'bad actors'.
