Please ratify and enforce this proposed rule as soon as possible. This rule is essential for an open and fair market. Without this rule, large funds and marker makers will continue to manipulate the value of securities and prevent true price discovery. Naked short selling must be stopped. Light must be shed upon the dark pools.
