I am a retail investor and generally in favor of the proposed rule. It is my hope/expectation that in light of the difficulty already existing under existing legal precedent and the PSLRA, that when misconduct can be established, that the outsized impact on the the markets for the underlying will be taken into account when assessing penalties.
