The fact that we even need to propose rules like this should say all you need to know about how free and fair our markets are.

I am a retail investor and I think it's ridiculous that there is even a debate whether we should pass rules to outlaw fraud in our markets. Furthermore, the punishment must match the crime. It's impotent to charge an offender a fine for commiting fraud that is less than one percent of the capital gains from commiting the fraud. As long as the profits of crime outweigh the punishments, nothing will change. And it's no secret that such has been the status quo on wallstreet for decades now.
