The proposed rule offers a good first step to re-establishing fair markets. The public price discovery mechanism that is supposed to characterize fair and efficient markets has largely been absent from the US stock market for several years. This rule should help cut down on several unethical and harmful practices that undermine our economic health and stability. I am hopeful that the rule will be enforced as written.
