I support this proposed rule. Bad actors in the marketplace have habitually broken the rules and steal from the hardworking members of society who invest their money. They invest their money because they have confidence in the market being a fair place, they believe rules will be upheld. The stock market Does Not Need To Be A Safe Place, bad investments should lose value, that is the way of things. It should be a FAIR place where the rules are understood and enforced.
