This seems fairly self explanatory in that all fraud, manipulation, and deception should be illegal and prosecuted if found in our free markets. I honestly cannot believe this is a rule that even requires a public commentary period, just adopt this for Christs sake. In free and fair markets, the public should have all available data in accurate and timely form, and free from fraud and deception.
