Washington, D.C. 205499–1090 Re: Rule Proposal No. 34-96495; File No. S7-31-22 Order Competition Rule As a household investor, I support the implementation of this rule. I believe that the proposed rule will create a level playing field and promote healthy competition in the market. It will ensure that all investors have access to the same information and pricing opportunities, and will prevent any one entity from exerting too much influence or control over the market. A market where dark pools and internalization exists, are the exact opposite of what our financial markets are supposed to be, “free and fair”. As associate justice Louis Brandeis once wrote, "Sunlight is said to be the best of disinfectants; electric light the most efficient policeman." Please implement this rule to bring sunlight into our markets. Patrick James
