I support the new rule that addresses the issue of Citadel unfairly having first opportunities on receiving orders. It only makes sense to make them available to everyone. This is a common sense move to build fair markets and I strongly support its implementation. payment for order flow is a clear conflict-of-interest and has even been banned in the UK. Fairer markets are possible and this one change, already taken by the UK, is a example of the changes that can be made to encourage this. Thank you
