It is absolutely absurd that Citadel gets first dibs on orders and it creates the very opposite of a free competitive market, the UK has already banned this practice, why can't we? We need this rule. Also, higher fines need to be implemented to prevent large firms from looking at fines from breaking the law as simply "cost of business". If the fine doesn't outweigh the profits from breaking the rules it not only doesn't deter breaking the law, it encourages it.
