Order competition should be seen as a hallmark of an efficient market. It goes without saying that a market where certain orders can be hidden away from the light of day could easily lead to less than optimal results. 



What would happen if we allowed the housing market to pick and choose who is allowed to bid on houses, this limited market would promote inequalities, and provide unneeded temptation for collusion to those doing the bidding. A rule, requiring what we know to be true in efficient markets makes sense. Require orders to hit the lit market,
