March 31, 2023 File No. S7-31-22 Release No. 34-96495: Order Competition Rule Dear Ms. Countryman: I would like to comment in favor of requiring competition to fill customers' orders. It seems obvious that allowing a single entity to purchase the right to fill any given order will result in worse execution by an average amount that exceeds the average purchase price for the orders. This violates the concept of best execution for an order sent to the market since these transactions are hidden from the retail customer. By requiring open and honest accounting of these transactions, you will begin to restore some measure of the trust in our financial markets that has been so badly damaged recently.
