Hello, 
 I would like to voice my support for this rule. I believe for a fair market orders must go to a public auction where everyone, including pension funds, has an equal opportunity to fill the order.  I also see PFOF is being used by MM and others to take an unfair advantage for price. 


The commission should strive for fair and clear market practices and providing more transparency from Dark Pool activities would help this enormously.
