Hello, I am commenting to support File No. S7-31-22; Release No. 34-96495: Order Competition Rule. PFOF has been banned elsewhere (in the U.K., for example), and it should be banned here. Wholesalers are taking billions from individual and institutional investors and calling it "superior performance" while lying about the quality of their services to maintain their profits. Broker-dealers who are repeat offenders should lose their licenses instead of receiving fines that amount to a cost of doing business.
