I support this new rule. In what world would preferentially giving Citadel orders to fill benefit retail investors? In what world is payment for order flow fair? It was invented by a convicted criminal... In what world are dark pools transparent? Are you all beholden to corporate greed? Have you no internal moral compass? The obvious knee-jerk benefit to the average American citizen is the opposite of whatever Citadel is vying for. Remove the middle men. Free the market. Break the monopoly. Fine based on percentage.
