Ms. Countryman, I write to express my support for the Order Competition Rule. It only makes sense that order should go to a public auction instead of market makers who compensate brokers for this privlege. There is an inherent conflict of interest that works again the household investor. The state of American markets is anti-competitive, and fair competition is essential. The Commission needs to ensure fair competition, especially within the off-exchange systems that currently dominate. In addition, I find it extremely troubling that when penalities are levied against market participants that abuse privleges or participate in outright fraud, they amount to a small fraction of the money earned and could in effect seen as a "cost of doing business". We are regularly reminded that the American public markets are the envy of the world. Please demonstrate that by improving transparency and moving forward with the Order Competition Rule.
