I write in full support of the rule change. The ability of wholesalers to internalize orders without adequate competition is wholly unfair. Payment for Order Flow is banned in the UK and restricted elsewhere due to conflicts-of-interest. Citadel Securities themselves raised this concern in 2004. If the US wishes to be the greatest market in the world, it should too. The pursuit of infinite liquidity and "best execution" is a facade for the massive parasitic practice.
