Hello, I am writing to express my concern about the excessive off-exchange trading that is being allowed to take place and manipulate free market pricing. Failures to deliver securities have become a growing issue. I believe auctions are not a solution and will make the issue worse. The “Trade-at” rule is a much stronger solution to create a robust and transparent stock market.
