To whom it may concern, 


I am in support for the rule to enforce order competition. The enforcement of SEC rules is crucial, and I support higher fines and license revocation for broker-dealers who violate them. I appreciate efforts to reduce speed games, inducements, and unfair advantages in the market, such as the proposed rule changes. 
Fair competition is essential, and the SEC should ensure that off-exchange systems do not dominate the market. 
The current market is not fair or transparent, and the proposed rule is a step in the right direction. 
Wholesalers like Citadel Securities have conflicts of interest, are charged with violating laws, and are taking billions from individuals and institutions. Removing them from the market would improve prices for investors and pension funds.
