Hello, More transparency in markets is needed. The players fighting against this have a history of abusing the system for there own gain. In fact when Citadel was a small firm it argued AGAINST PFOF and internalizing trades. Their position changed after they took over the number one spot and started making billions from destroying (not building) small business through cellar boxing and naked shorting. Take this small step forward and the next bigger step of adding settlement discipline that does away with all the exemptions and like kind BS that make it possible for naked shorting to exist before it is to late.
