Dear SEC, and whomever it may concern

I am FOR proposal File No. S7-31-22, Release No. 34-96495

The U.S. financial markets are the most important markets in the world. The USD is the global reserve currency, and the companies hosted on U.S. stock exchanges drive global commerce. Why is it that financial institutions are the major proprietors of said companies? You claim our markets are the "envy of the world." I've begun to question the legitimacy of our markets at all. Markets are not free, fair, or even competitive when institutions control price discovery. That's not a market, that's a rigged casino, where participants rig the supply, and extort the demand. Market Makers, hedge funds, and big banks are predators, while everyone else is prey.

The United States of America did not become the greatest empire on earth by fleecing its own citizens. Our government is the most powerful entity on the planet, and yet our regulatory agencies' treat deviants in our markets as if they can do no wrong. Many market participants are complicit in the greatest fraud the world has ever seen. It is happening throughout market hours, every business day, even as I type this letter, and whoever is reading this knows exactly what I'm talking about. One of the companies involved submitted a comment letter for this proposal as well, because it endangers them, and the way they operate. That means you as a regulatory agency are putting in the work, and for that I thank you.

This rule proposal is a step in the right direction towards free, fair, and competitive markets. Henry Ford once said that if the American people understood how our banking system works there would be revolution before the morning. Ordinary people like me are coming to the realization of how our financial markets work, or better yet how they don't work. Take away the monopolistic power many market participants have so we can see what a truly free market is capable of. Thank you for your time.

Sincerely
Calvin Satterfield V
