Dear sec I am writing as a concerned household investor. This new rule finally provides some level of transparency and levels the playing field for households. This rule needs to be implemented immediately. There needs to be a correction. Orders MUST be available to lit markets FIRST. Citadel should NOT be allowed to see order flow before lit exchange. Why is this even a question. Ken Griffin states in front of congress that pfof is an inherent conflict of interest. This is only being debated now because the sec has allowed citadel a near monopoly on household investor order flow. I repeat order flow must go to lit markets FIRST. Thank you Richard Wang
