I fully support the rule, please implement it as soon as possible. We don't have a free market if there are partys that are allowed to decide where a security gets purchased or sold ( lit exchange or not), or even if it get purchased ( internalized). The current system is cumbersome and unnecessarily complex and only benefits large market participants at the expense of everyone else. When these large market participants somehow can't manage to act in accordance with the current rules and regulations, that are heavily skewed in their favor, the fines are not any close to acting as a deterent. These are seen as the cost of doing business. This is evident by the same names being fined for the same thing over and over and over. This rule should be implemented as soon as possible with one change. Orders should go to public first. Orders going to large market participants first gives them an unfair advantage. I look forward to seeing a market that's a little more fair and doesn't primarily benefit Middle men who add no value.
