Hello, My name is Roscoe Rosario and I am writing this email to express my support for this rule. The ability to internalize trading that "market makers" such as Citadel Securities have is antithetical to a free and fair market. These entities use this privilege to manipulate the market in ways that directly hurt the financial interest of ordinary americans as well as any business that they decide to target for such manipulations. They are using their position in the market to decide what buying/selling pressure actually makes it through to the market as a whole to influence the price of securities. I believe the implementation of this rule will stop their ability to impact the organic price discorvery that a free market depends on. Thank you.
