Good afternoon, 


The current market is obviously not fair and this proposed rule is an important step in that direction. Fair competition is incredibly important and it’s good to see the SEC prioritizing true competition. 
  
There are clearly some market participants benefitting from a dominant, anti-competitive position in the marketplace. They pay for order flow or secure it through backroom deals. Why can't orders compete in lit markets? They should - and it's good to see that the Commission finally realizes this. 


As an individual investor that has lost faith in the governing bodies to protect us from the egregious and ongoing lack of transparency and refusal to enforce rules currently in place I beg for you to do what's right and end dark pools and deals done behind closed doors. There is no earthly way for price discovery to exist if criminals are cooking the books without any sort of significant consequences.  


Please help us regain a truly free and fair market and get it out of the hands of a few that are willing to destroy the economy so they can buy another yacht.
