Thank you very, very much for proposing this 'auction' rule which seeks to end serious conflicts of interests that are being and have been exploited at the cost of America and the world for the benefit of the very few.  I support this rule change with the exception that wholesalers and others similar should not come before open auction.  Changing the rule to implement wholesaler order flow only after it has first been opened to the auction will further rule out serious conflicts of interests.     


Please, please implement more serious fines that are not a cost of doing business.  We need honest businesses who act voluntarily or we need to force businesses to act honestly, but the punishments and fines inflicted have seemed more like a tickle in the grand scheme of constantly failing policies and banking off criminal activity.  We cripple poor criminals by sending them to jail.  Why are we enabling the rich criminals by punishing them with slaps on the wrist?
