I enthusiastically endorse this proposed rule. Dark pools are being ruthlessly exploited to prevent price discovery, which is the most vital aspect of an open market. Suppressing price discovery prevents orders from impacting market price. This is a form of market manipulation because it allows hedge funds to control market price almost entirely using options pressure. They use this practice to short sell securities without fear of any demand-driven price increases, using capital as a weapon to push prices lower without being exposed to risk from demand-driven price increase, as orders are executed within dark pools. Manipulating markets is already supposed to be illegal but this practice is never enforced under the specter of dark pools.

Evil fears the light. This rule will bring more light to a very dark and dishonest set of hedge funds who are stealing billions from American citizens by hiding from price discovery.

Thank you
