 As an individual investor who believe price discovery of securities should be determined by anyone and everyone on the \"fair and free\" open market, I believe this proposed rule is a step in the right direction.

Individual investors should be able to make an impact of the price of stocks and not just be simply internalized by either brokers or market makers. That is not what you would call a free and fair market. That is just big players deciding how the price of certain stocks should be to steal money from unsuspecting retail investors.

When an order is internalized, they can do whatever they want with the order. They can use it to also impact the price however they want it. This is completely unfair and should be illegal.

Orders should never be internalized and should always have an impact on the price.
