 I don't believe allowing auctioning protects the retail investor.  I believe this type of structure will allow for market makers to bid up auctioned orders so that the orders can be routed in Dark Pools or OTC such that real price discovery is suppressed.  As a retail investor, we need fair and transparent markets not additional avenues for market makers to take advantage of retail investors.  Existing regulation violations are met with dismal fines which is bad enough but offering a discount for cooperation is even worse and only adds to the fraud that is being committed everyday.  Stand up for retail and enforce the existing regulations with meaningful consequences
