January 13, 2023 These proposals are a great first step as they work to protect retail investors. Something that investors are in dire need of is enforcement of Failures to Deliver. Please take a look into this, I look forward to seeing more. I would also like to see more rules from the SEC as opposed to regulation by litigation. But if you are going to litigate, I would appreciate cases against major market manipulators posing as market makers. Those who are market makers and operate a hedge fund need more oversight to stop them taking advantage of retail investors. Lets triple penalties so they are no longer considered 'the cost of doing business.'
